Subject: [PATCH] Update to pylint 2.2.2.

The tip-pylint tox target correctly reported the invalid use of
string formatting.  The change here is to:

a.) Fix the error that was caught.
b.) move to pylint 2.2.2 for the default 'pylint' target.
